This error is almost exclusive to high-resolution monitors (1080p, 1440p, 4K) and Windows scaling settings above 100%. The FIFA 14 setup.exe was built for Windows 7 and XP era resolutions (1024x768). It does not know how to handle modern DPI virtualization.
